The creation of a classifieds website follows a sequential process: from selecting the plan and placing the order to planning the structure, developing the required functionality, technical testing and publishing the finished website.
Website creation steps:
Payment of the order means that the Client accepts the terms of the Public Agreement, the relevant appendix, the Service Provision Regulations and the selected plan. Development begins after payment has been confirmed and the information and materials required to complete the project have been received.
CREATION TIMEFRAMES
The timeframe for creating a classifieds website depends on the scope of work, structural complexity, number of functions and speed of material approval. All stages are completed sequentially without artificially extending the process.

PRICING
Whichever plan is selected, the final price depends on the amount of work actually completed. If, during development, it turns out that less work is required than was included in the selected plan, the price will be recalculated and the difference refunded to the Client.
If the project requires additional work, extra functions or changes that are not included in the selected plan, their cost will be agreed with the Client in advance. No additional work or extra charges will be applied without the Client’s prior approval. There will be no unexpected additional payments after development has started.

Appendix No. 7
to the Public Agreement for website development and technical maintenance
Terms for the Development of a Classifieds Website
Revision dated 16.09.2026
1. General provisions
1.1. This Appendix No. 7 (the “Appendix”) forms an integral part of the Public Agreement for website development and technical maintenance (the “Agreement”) and applies to services for the development of a classifieds website.
1.2. The relationship between the parties is also governed by the current Service Provision Regulations, the description of the selected tariff, the technical specification or a free-form project description, and any other terms directly applicable to the specific order.
1.3. If there is a conflict between the general provisions of the Agreement and the special provisions of this Appendix in matters relating to the development of a classifieds website, the provisions of this Appendix shall apply.
1.4. The scope of the services is determined by the tariff selected and paid for by the Customer that was in force when the order was placed.
2. Subject of the Appendix and purpose of the platform
2.1. The Contractor provides the Customer with a service for the development of a classifieds website — a platform on which users or administrators can publish structured listings and visitors can browse, search and filter those listings and contact the listing owner in accordance with the project logic.
2.2. Within the selected tariff, a classifieds website may include categories and subcategories, country and city, listing cards, photographs, price, attributes, contact details, search, filters, sorting, user accounts, saved listings, reports, moderation, paid placement, highlighting, publication periods and notifications.
2.3. The result of the service is a classifieds website ready for publication or already published within the scope of the selected and paid tariff.
2.4. The Contractor provides the technical platform and agreed functionality but does not guarantee a particular number of listings, users, enquiries, transactions or Customer revenue.
3. Categories, locations and listing structure
3.1. Before development begins, the Customer defines or agrees the category and subcategory system, geographic structure, listing-card fields, mandatory attributes, price format and search and filtering principles.
3.2. Different categories may use different fields and attributes where this is included in the selected tariff or technical specification.
3.3. If the Customer materially changes the category hierarchy, city and region system, listing fields or filtering logic after work has begun, those changes may be treated as additional work.
3.4. Bulk import of categories, cities, makes, models or other classifiers is carried out only where included in the tariff or separately agreed and where the data is supplied in an agreed structured format.
4. User accounts and listing submission
4.1. If the selected tariff includes user accounts, the Contractor configures registration, authentication, basic account functions and management of the user’s own listings within the tariff.
4.2. The listing submission form may include title, description, category, city, price, photographs, attributes, contact details, contact methods and other project fields.
4.3. Verification of email, telephone, WhatsApp or another communication channel is implemented only where provided for by the project and where the required third-party technical services are available.
4.4. Additional user roles, company profiles, multiple users under one account, paid subscriptions or complex access-control systems are separate functionality unless expressly included in the selected tariff.
5. Moderation, publication and listing status
5.1. Where the project provides for pre-moderation, a submitted listing is stored with the relevant status and becomes public only after the review or approval provided for by the project.
5.2. Depending on the project, statuses such as “pending review”, “pending payment”, “published”, “rejected”, “closed”, “expired” or other agreed statuses may be configured.
5.3. Technical moderation tools may include approval, rejection, closing a listing, reviewing reports, blocking a user and other actions agreed within the tariff.
5.4. The Contractor does not provide ongoing moderation of listings after project handover unless such a service has been separately ordered.
6. Free and paid listings
6.1. If the project includes free and paid listings, their types, prices, publication periods, priority, highlighting and other restrictions are determined by the Customer’s requirements and the scope of the selected tariff.
6.2. Paid options may include priority placement, visual highlighting, an extended publication period, additional photographs, bumping a listing in the results or other project-specific advantages.
6.3. Accepting payments requires a compatible payment system or another agreed payment method. Payment-provider fees, provider agreements and creation of the relevant accounts are not automatically included in the website development price.
6.4. If a payment service changes its API, rules, pricing or discontinues the relevant function, any adaptation required after project handover is assessed separately.
7. User content, photographs and contact details
7.1. After launch of the platform, listing content is created by users or the Customer’s administrators, and the Contractor is not the author of those listings.
7.2. The Customer determines the platform rules, prohibited categories, publication requirements and procedure for handling prohibited or inappropriate content, taking applicable law into account.
7.3. The number of photographs, permitted formats and file sizes, presentation of contact details and communication channels are configured within the tariff and technical specification.
7.4. Where the project provides for storage of user-uploaded files, the Customer acknowledges that storage volume and server-resource usage may increase with the number of listings and photographs.
8. Reports, anti-fraud and anti-spam measures
8.1. Where included in the tariff, listing reports, CAPTCHA or Turnstile, submission-rate limits, user blocking and other technical measures intended to reduce abuse may be configured.
8.2. Technical security and anti-spam measures reduce the risk of abuse but cannot guarantee the complete absence of fraudulent listings, automated submissions or prohibited content.
8.3. External verification, messaging, CAPTCHA, anti-spam, payment and other services may depend on third-party availability, APIs and pricing.
9. Handover, administration and further development
9.1. Before project handover, the agreed functions are tested technically, including listing submission, photograph upload, search, filters, moderation statuses and other functions developed within the tariff.
9.2. After handover, the Customer is responsible for organising listing moderation, user support, category management, rules for paid services and day-to-day administration of the platform unless a separate administration service has been ordered.
9.3. Development of new listing types, categories, payment scenarios, account functions, verification mechanisms, integrations or other previously unagreed capabilities is treated as additional work.
10. Special tariff conditions
10.1. If the selected tariff includes, for a specified period, a domain name, hosting, an SSL certificate, email, technical support or other related services, they are provided within the terms of the relevant tariff.
10.2. If operation of the platform requires paid licences, external verification services, SMS or WhatsApp services, payment systems, additional server resources or other third-party services not included in the tariff, their cost is agreed and paid separately.
10.3. Technical support included in the tariff covers the correct technical operation of functions developed by the Contractor within the paid project scope and does not include ongoing listing moderation, user support or administration of platform content.
10.4. Any matters not specifically regulated by this Appendix are governed by the Agreement, the Service Provision Regulations and other documents applicable to the relevant order.
