The creation of a social network follows a sequential process: from selecting the plan and placing the order to planning the structure, developing the required functionality, technical testing and publishing the finished website.
Website creation steps:
Payment of the order means that the Client accepts the terms of the Public Agreement, the relevant appendix, the Service Provision Regulations and the selected plan. Development begins after payment has been confirmed and the information and materials required to complete the project have been received.
CREATION TIMEFRAMES
The timeframe for creating a social network depends on the scope of work, structural complexity, number of functions and speed of material approval. All stages are completed sequentially without artificially extending the process.

Average creation time for a social network: 40–80 working days.
PRICING
Whichever plan is selected, the final price depends on the amount of work actually completed. If, during development, it turns out that less work is required than was included in the selected plan, the price will be recalculated and the difference refunded to the Client.
If the project requires additional work, extra functions or changes that are not included in the selected plan, their cost will be agreed with the Client in advance. No additional work or extra charges will be applied without the Client’s prior approval. There will be no unexpected additional payments after development has started.

Terms for the Development of a Social Network
Revision dated 16.09.2026
1. General provisions
1.1. This Appendix No. 9 forms an integral part of the Public Agreement for website development and technical maintenance and applies to social-network development services.
1.2. The current Service Provision Regulations, selected tariff, technical specification or free-form project description and other terms directly applicable to the order also apply.
1.3. In matters specifically concerning social-network development, this Appendix prevails over conflicting general terms of the Agreement.
1.4. The service scope is determined by the tariff selected and paid for by the Customer when the order was placed.
2. Subject and platform model
2.1. The Contractor develops a user platform in which registered members may create profiles, publish content, interact with other users and use other agreed functions.
2.2. Depending on the tariff, the platform may include registration, profiles, following or connections, a content feed, comments, reactions, images and video, private messages, groups, notifications, search, reporting, blocking and moderation tools.
2.3. The result is a social platform ready for publication or already published within the paid scope.
2.4. The Contractor provides the technical system and agreed functionality but does not guarantee a particular number of users, audience activity, viral growth, retention, volume of user content or project revenue.
3. Registration, profiles and user connections
3.1. Registration flow, required fields, email or phone verification, access recovery and profile settings are determined by the tariff and agreed requirements.
3.2. User relationships may use following, friends, contacts, groups or another agreed model.
3.3. Additional roles, verified accounts, business profiles, paid statuses, subscriptions or complex access levels are separate functionality unless included in the selected tariff.
4. User content and feed
4.1. Users may create posts, comments, images, videos, links and other content within the project functionality.
4.2. The feed may be chronological, based on follows or groups, or use another agreed model.
4.3. Personalised recommendations, advanced ranking, algorithmic feeds, machine learning or recommendation systems are not basic functionality unless expressly included in the tariff.
4.4. The Contractor is not the author of user content and does not provide ongoing editorial or moderation work after handover unless separately ordered.
5. Privacy, visibility and access
5.1. The project may include public or private profiles, post-visibility restrictions, user blocking and other access controls.
5.2. The Customer determines which user data is necessary and which privacy settings must be available.
5.3. Material changes to the access model, user-data structure or visibility rules after development begins may be treated as additional work.
6. Moderation, reports and security
6.1. Where included in the tariff, the platform may provide reporting, blocking, content removal, account restrictions, moderator tools and administrative controls.
6.2. CAPTCHA, rate limits and anti-bot or anti-spam protections reduce abuse risks but cannot guarantee the complete absence of bots, spam, fraud or prohibited content.
6.3. Automated moderation, AI filters, external anti-spam services, image screening or other third-party tools are connected separately unless included in the tariff.
6.4. After handover, the Customer organises community rules, moderator work and actual review of user reports unless otherwise separately agreed.
7. Messaging, notifications and external services
7.1. Private messaging, group chats, attachments, read statuses, push notifications and other communication functions are developed only within the selected tariff.
7.2. Email, SMS, push notifications, file storage, video processing, CDN, CAPTCHA and third-party authentication may depend on external providers and their technical limits.
7.3. If an external provider changes its API, terms, pricing or discontinues a function, any required adaptation is assessed separately.
8. Scaling, performance and data storage
8.1. Base infrastructure is configured for the agreed project scope and expected launch load.
8.2. Growth in users, posts, photos, video, messages or concurrent connections may require additional servers, storage, CDN, queues, caching or other infrastructure.
8.3. Additional hosting, cloud, storage, messaging and other resource costs caused by project growth are not automatically included in the initial development price.
8.4. Infrastructure migration, architecture scaling and optimisation for materially higher load are separate work unless expressly included in the tariff.
9. Price, support and further development
9.1. The development price is determined by the selected tariff and additional features selected by the Customer.
9.2. If the work actually required is less than the paid scope and the actual project price is objectively lower than the amount paid, the difference is refunded to the Customer.
9.3. New post types, additional roles, algorithmic feeds, monetisation, paid subscriptions, advertising, additional group functions, new authentication methods, advanced chats, video calls, mobile applications and other previously unagreed functions are additional work.
9.4. No paid additional work is performed without prior agreement on price, scope and conditions.
9.5. Technical support included in the tariff covers correct technical operation of functionality developed by the Contractor within the paid scope and does not include ongoing moderation, community management, creation of user content or continuous platform development.
9.6. Delivery and acceptance are governed by the Agreement. Requests for new functions, changes to the interaction model or scaling are not defects in completed work.
9.7. Matters not specifically regulated by this Appendix are governed by the Agreement, the Service Provision Regulations and other documents applicable to the order.
