Terms for the Development of a News Website

1. General provisions

1.1. This Appendix No. 6 (the “Appendix”) forms an integral part of the Public Agreement for website development and technical maintenance (the “Agreement”) and applies to services for the development of a news website or news portal.

1.2. The relationship between the parties is also governed by the current Service Provision Regulations, the description of the selected tariff, the technical specification or a free-form project description, and any other terms directly applicable to the specific order.

1.3. If there is a conflict between the general provisions of the Agreement and the special provisions of this Appendix in matters relating to the development of a news website, the provisions of this Appendix shall apply.

1.4. The scope of the services is determined by the tariff selected and paid for by the Customer that was in force when the order was placed.

2. Subject of the Appendix and editorial model

2.1. The Contractor provides the Customer with development of a news website — a system for regular publication of news, articles, interviews, analytical materials, press releases, multimedia publications and other editorial content.

2.2. Within the selected tariff, a news website may include a main news feed, thematic categories and subcategories, article pages, author pages, tags, an archive, search, popular and latest-story blocks, related content, comments, subscriptions, advertising positions and other editorial functions.

2.3. The result of the service is a technically publication-ready or published news platform with the agreed structure and functionality within the paid tariff.

2.4. The Contractor creates the technical publishing and content-management system but does not assume the functions of an editorial office, journalist, publisher or moderator unless such services are ordered separately.

3. Editorial roles and publishing workflow

3.1. Where included in the tariff, separate accounts and roles may be configured for administrators, editors, authors, correspondents, moderators and other participants in the editorial process.

3.2. Different roles may be given different permissions to create, edit, preview, publish, unpublish and delete materials.

3.3. Tariffs that provide for them may include drafts, scheduled publication, prior approval of materials, publication date and time planning, pinning of materials and management of the order in which news is displayed.

3.4. If, after development has begun, the Customer materially changes the editorial workflow, number of roles, access permissions or publication approval logic, such reworking may be treated as additional work.

4. Categories, publications, archive and search

4.1. The structure of categories and subcategories, publication types, material fields, and rules for displaying authors, dates, sources, tags, images and other elements are agreed as part of the project.

4.2. Search, archive and filtering by category, author, date, tag or other parameters are configured only to the extent included in the selected tariff.

4.3. If the project provides several material types, such as news, articles, interviews, reviews or press releases, differences in their structure and presentation are defined by the technical specification and tariff.

4.4. Creation of new publication types, additional archives, complex filters, special collections, rankings or other previously unagreed logic after work has begun may be treated as additional work.

5. Content, publication migration and external sources

5.1. The Customer provides the Contractor with source materials, the category structure and, where an existing website is to be migrated, access to the data or files required for migration.

5.2. The number of publications transferred or entered by the Contractor as part of initial population is determined by the selected tariff or a separate agreement.

5.3. Bulk migration is possible where a technically suitable data source is available, such as a database export, XML, JSON, CSV, RSS or another structured format. Manual transfer from unstructured sources is not automatically included in the price.

5.4. Connection of RSS feeds, APIs, news aggregators or other external sources is carried out only where technically possible and within the scope of the tariff or a separate order.

5.5. The Customer is responsible for having the rights required to publish, import, process and distribute the submitted materials and data and for compliance with the terms of use of external sources.

6. Editorial content, media and responsibility for publications

6.1. The Customer is responsible for the content of news, articles, images, videos, documents, advertising materials and other editorial publications placed on the website unless expressly agreed otherwise by the parties.

6.2. As part of the ordinary website-development service, the Contractor does not carry out fact checking, editorial review, legal review, copyright clearance or an assessment of the legality of each published item.

6.3. The Customer ensures that the necessary rights exist for texts, photographs, videos, trade marks and other materials and complies with applicable requirements relating to advertising, personal data, source attribution and labelling of commercial content.

6.4. Embedding video, social-media posts, maps, audio, advertising systems and other content from third-party platforms depends on the rules and technical capabilities of the relevant services.

7. Performance, traffic and external services

7.1. A news website may generate increased load because of a large number of publications, images, search requests, simultaneous visitors, mailings and external integrations.

7.2. Hosting and technical configuration within the tariff are selected for the agreed scale of the project. Material growth in traffic, the publication database or media volume may require increased server resources, a CDN, caching or other technical solutions.

7.3. Additional server resources, paid CDNs, email services, push notifications, search services, analytics systems, advertising platforms and other third-party services are paid separately unless included in the tariff.

7.4. The Contractor does not guarantee a particular audience size, traffic level, number of views, search-engine position, inclusion in recommendation systems or advertising revenue.

7.5. If a third-party service changes its API, pricing, access conditions or discontinues a function, any required adaptation is assessed separately.

8. Price, changes and acceptance

8.1. The price for development of a news website is determined by the selected tariff and the agreed additional functionality.

8.2. If, after analysing the requirements, the work actually required is less than the amount paid for and the actual project price is objectively lower than the amount paid, the difference is refunded to the Customer.

8.3. Correction of technical errors made by the Contractor and bringing the agreed functionality into conformity with the requirements is not treated as an additional service.

8.4. New material types, additional editorial roles, non-standard publishing workflows, additional import sources, special advertising formats, new integrations and other functions outside the agreed scope are performed only after separate agreement of price and timing.

8.5. Delivery and acceptance of the website are carried out in accordance with the procedure established by the Agreement. Requests to add new editorial capabilities or change the previously agreed publishing model are not treated as defects in work already completed.

9. Work after launch

9.1. After launch, the Customer independently organises editorial work, publication of materials, author management, comment moderation and content updates unless the relevant support service has been ordered separately.

9.2. Technical support included in the tariff covers the correct operation of functions developed by the Contractor within the paid project scope and does not include daily posting of news, editing, moderation, SEO promotion or ongoing administration.

9.3. Further development of the news website, including new sections, publication formats, editorial tools, integrations or advertising mechanisms, is treated as a separate order unless the tariff expressly provides otherwise.

9.4. Any matters not specifically regulated by this Appendix are governed by the Agreement, the Service Provision Regulations and other documents applicable to the relevant order.
